How to make a Cooling shampoo

Recipe Sequence
1. Measure peppermint water and polyquaternium into a beaker and melt them all on a hot plate. (Continue to stir the contents with a spatula while the temperature rises. | 2. When it reaches 50 degrees and confirms that all the powder has melted, take it off the hot plate and add PEG-120 Methyl Glucose Dioleate to melt it.
